CODEC Liberia, which stands for Community, Education, Development & Enterprise Center, is envisioned as a development-services social enterprise that is proudly Liberian-owned. Our mission is to deliver comprehensive and practical technical, professional, and implementation support to a diverse range of stakeholders, including communities, educational institutions, government entities, development organizations, businesses, and local enterprises. By fostering collaboration and providing tailored solutions, CODEC Liberia aims to empower these groups and enhance their capacity for sustainable growth and development.

At the heart of CODEC's operating philosophy lies a powerful brand promise that encapsulates its mission: “Building Capacity. Connecting Communities. Creating Opportunity.” This commitment guides every aspect of the organization, which is meticulously designed to bridge the crucial gap between knowledge and action. CODEC undertakes a comprehensive approach to address the needs of the communities it serves by thoroughly assessing those needs, building essential skills, and developing pragmatic plans tailored to local contexts. The organization goes beyond mere planning by implementing effective services and rigorously measuring results to ensure accountability and impact. Additionally, CODEC is dedicated to strengthening local institutions, empowering them to thrive and create sustainable opportunities within their communities. Through this multifaceted strategy, CODEC actively fosters growth and collaboration, paving the way for a brighter future for all.

The organization is designed to embark on a journey of learning while ensuring that it operates in a commercially sustainable manner. It will generate its core revenue through a diverse range of avenues, including fee-for-service assignments, consulting services, comprehensive training programs, and research and implementation contracts. These various income streams will be fundamental to its financial stability. Additionally, the organization aims to maintain the flexibility to engage in grant-funded development programs, provided they are structured appropriately and align with its mission. This strategic approach will allow for a balanced blend of sustainability and growth through both earned income and potential funding opportunities.
There is a lot that happens around the world we cannot control. We cannot stop earthquakes, we cannot prevent droughts, and we cannot prevent all conflict, but when we know where the hungry, the homeless and the sick exist, then we can help.

The strategic direction outlined by CODEC for the years 2027 to 2032 is meticulously crafted to align with and enhance Liberia's existing developmental landscape. In this context, the Ministry of Finance and Development Planning has established the Liberia Development Dashboard, which serves as a vital tool for tracking the nation's progress. Central to this dashboard is the ARREST Agenda for Inclusive Development (AAID), recognized as the National Development Plan for the period spanning 2025 to 2029. This comprehensive framework monitors activities across a variety of crucial sectors, including but not limited to education, agriculture, social development, infrastructure and basic services, governance, and multiple other areas that contribute to the overall growth and well-being of the nation. Through this concerted effort, CODEC aims to facilitate sustainable development and ensure a holistic approach that addresses the diverse needs of the Liberian people.
